HOUR NOT YET.

TO DISARM FRANCE. Too Many Evil Influences In Europe. PREY TO ATTACK. ("Times" Cables.) (Received 10.30 a.m.) LONDON, November 29. The "Times" Paris correspondent states that M. Painleve, the War Minister, defended the military estimates in the Chamber of Deputies and expounded the Government's official attitude regarding defence. He said: "France's frontier lies exposed to attack. The hoift has not arrived when France is able to renounce the obligation to defend herself by army and navy. "I am not forgetting the Locarno policy, but there are too many evil influences working in Europe. A disarmed France would be a temptation, not an example. _ "M. Briand could not speak authoritatively at Geneva if he merely represented an enfeebled France. The day might come when war between the States of Europe is as Unthinkable as between the States of America. Meanwhile France must not be left a prey to an attack which must always be regarded as a possibility. Therefore let France retain the structure of her army, which is also a structure for peace."
