RUGBY, October 19.

The Under-Secretary for the Colonies. Mr. W. G. Ormsby-Gore, in a , speech on Wednesday, dealt with the growth of competition between the colonies, as apart from the Dominions, in recent years. They were, he said, co-operating more actively one with the other.

The whole structure and organisation of the Colonial Office in London and the inter-relationship between colony and colony were changing. Every individual colony had its separate problems. But the day when those were merely concerned with the establishment of rule and order was over ,and a new stage had been reached. At present the colonies had entirely new problems, which were fascinating in their complexity. These problems of to-day were:—The maintenance of the basis of administration and the more active development of a whole series of technical subjects, without which real progress could not continue. Therefore the Colonial Office considered that the most active and important functions to which a Governor could turn his mind were the development of communications and the application of science to the problems of production.
