Condemned Prisoners To Be Inoculated. CUBAN PROPOSAL. (Australian Press Assn.—United Service.) NEW YORK, July 23. A message from Havana, Cuba, says a proposal for the voluntary inoculation of condemned prisoners with cancer perms for the purposes of studying the results has been approved by the Board of National Sanitation. Any prisoners cured in 12 years will be set free. The proposal is to go to Congress.
