Call To Answer For Colleague's Speech. AMERICA AND HER NAVY. 1 p.m.) (Australian Press Assn. —United Service.) LONDON, July 23. In the House of Commons Commander Kenworthy (Lab., Hull) inquired whether Sir Win. Joynson Hicks' speech on the reduction of naval armaments represented the Government's policy. Mr. Baldwin: I did not detect any statement of policy, but merely an expression of hope that the signature of the peace pact would lead to a further reduction of armaments. Commander Kenworthy: Are you aware that Sir Wm. Joynson Hick 9' premises as to an increased United States navy are quite inaccurate? How was it that Sir William, was not informed on such an important matter? Mr. Baldwin: I think my answer is fair. The pasasge to which you refer seems to be in the form of a rhetorical quest ion. Further questioned, Mr. Baldwin replied: 1 can only say that had I been speaking of that matter I might have expressed it somewhat differently, but I hope when Commander Kenworthy conies to sit here he will exercise the wisdom and reticence of most of my colleagues in most of their speeches.
Colonel Wedgwood (Lab., Newcastle) : The speech caused a great deal of trouble in America. Is it not time your colleagues were better informed on matters of this sort?
Mr. Baldwin: No, I cannot agree to that. "I think a great deal of trouble comes from the assiduity with which isolated sentences, taken from their context, are immediately cabled by both sides across the Atlantic.
