APPOINTMENT OF MR. ALLEN

WELLINGTON, Monday
"I venture to express the view that New Zealand has taken a wise step in sending Mr. S. S. Allen to Samoa as the new Administrator," said Sir *Henry Scott, a member of the Executive Council of Fiji, to-day. "Other than that I would rather not express any opinion."
