The diplomatic correspondent of the Daily Herald" says it is persistently rumoured that if the Earl of Birkenhead, Secretary of State for India, succeeds in his present diplomatic—not golfing—mission to Berlin he will replace Sir Austen Chamberlain as Secretary of State for Foreign Affairs. The Labour paper asserts that for a long time past the extremist members of the Cabinet have been trying to oust Sir Austen, whom they regard as too moderate and too cautious in dealing with Russia.
