ROUGH ON RUSSIANS.
Wind Out Of Sails At
Geneva.
DISARMAMENT DEBATE.
GENEVA, March 21
In his speech at yesterday's sitting of the Preparatory Committee on Disarmament, Lord Cushendun completely took the wind out of the sails of Litvinoff by treating the Russian proposal® for world disarmament as worthy oi analysis. It was apparent that this was a most destructive method. H>j first praised the originality and imagination revealed in the proposals and then proceeded to discuss and criticise each article in turn for an hour and a-half.
Lord Cushendun showed that the suppression of pirates and slave-traders ou the high seas would require high-speed vessels and first-class officers and crews, the training of whom would be prevented under the Soviet's scheme.
