FRIENDS AGAIN.

SWISS AND SOVIET. Assassination of Vorovsky Paid For. NEW PHASE IN WORLD AFFAIRS (By Cable. —Press Association.—Copyright.) LONDON', April 17. The Soviet Foreign Office, accord-1 ing to a message from Moscow, announces an adjustment of the longstanding controversy with Switzerland. This has existed since 1023 and was based on the assassination of the Soviet representative, M. Vorovsky, at Lausanne. Settlement was effected by the signing of an agreement in Berlin in which the Swiss Federal Council apain utiers a condemnation of the Vorovsky crime \ 'and proclaims its willingness to negotij ate in a conciliatory spirit on all out-i i standing questions and to grant material aid to M. Vorovsky's daughter. Finally the protocol declares on be-1 half of both countries that the existing conflict has been liquidated and that mutual restrictive measures have been abrogated. Important Repercussion. It is recognised in diplomatic quarters that the reconciliation may have a most important repercussion on European affairs. It is reported that Germany influenced the rapprochement. It must be remembered that Germany has always had one eye on the Russian market and maintains very friendly relations with the Soviet. The importance of the acreeinent from the point of view of the Leajruc of Nations lies in the fact that the Russian I border States, from Finland to ■ Rumania, have all along contended that they could not be exacted to reduce their armaments so Ion;: a- Soviet j Russia remained outbid" the di«nrmaj ment discussions. Moscow has previously declined to j send a represciitath e to the sittings of i tho Preparatory C<imini«*ion on Disi armament, l.ormise of the d>-.ith of M. I Vorovsky, but it is expectori that Mnsmw will now agree to be represented on the Commission and will also bo willing to tako part in the Economic Conference on May 4, when the production and distribution of raw material, as well as harriers to international trade, will be discussed. The attitude of Russia on disarmament is somewhat similar to that of Germany. It is suspected to ho similarly cynical and aimed merely at creating general embarrassment among the Powers who are determined to combat the disintegration of their own countries by the in- , sidious germs of Bolshevism. There is no question, however, that Russia's reappearance at a European conclave would be a significant event. Moreover, she would be obliged, a<= [ she has not been in the past, to conic out into the open and meet men whe are well nhle. to counter her duplicity (A. and N.Z. and Sydney "Sun.")
