I Mr. T. S. Butler, chairman of the I Xavai Committee of the House of Representatives, called at 'White House to-day. , In an interview later he predicted the I failure of the three-Powers naval limitaj tion conference.
The United States. Mr. Butler said. • has no ships to sacrifice. Therefore she ' will lack the power to influence a limitation of arms at the conference. Amcrirti had been al>le to force disarmament at the conference in 1921 1 because then she had a strong navv.
Mr. F. Hale, chairman of the Naval Committee of the Senate, who also called at White House. sajd Conjrrcss next session would proceed with the cruiser programme if the conference failed. However, he was hopeful as to the results of the conference.
