RUSSIA'S PROPOSAL.
MAT FAT CZARIST DEBTS.

M. Tchitcherin, Russian Foreign Minister, is coming to Paris to confer with the French Premier, il. Poincare, and the Foreipn Minister, M. Rriand, regarding the funding of the Russian (Czariet) debt.
The Soviet has offered £2,200,000 a year in sixty-two annuities. Franco has demanded £3,250,000, with reduced initial pnyments over the first decade.
The. problem is complicated by Russia's insistence that France open large, commercial credits to enable Russia to obtain manufactured goods and other commodities.
