CHINA'S FINANCES.
DEBT TO THE LEAGUE. DISPUTED CUSTOMS DUTIES. (Received 10.30 a.m.) PARIS, December 20. It is reported that the Chinese Government is prepared to pay the arrears of the expenses of the League of Nations, amounting to about £140,000, by increasing the Customs duties on foreign goods. China heads the list of non-financial members of the League of Nations. Peru owes about £25,000, and Bolivia, Honduras, Nicaragua, and Panama minor amounts. The Chinese Government declares that the debt would have been wiped out had the Powers approved and applied for Customs reforms. A subcommittee of the League of Nations, drawing attention to the delicate problem of subscription arrears, points out that unpaid subscriptions constitute a charge upon the contributions of other members, who are expected to contribute.
