REVOLT LOOMS IN SPAIN.
PARLIAMENT WANTED. WARNING TO KING. MADRID, November 11. "We are living at the cannon's mouth, and no one knows what might happen. Revolutions are in the very air." This sums up the situation in Spain, according to a high Spanish authority. Since the discovery of the revolutionary organisation at Prepignan, the Government has been intensely nervous, not only in regard to the political situation, but also relative to the army itself. Although it is not in possession of definite proofs the Government has removed fifteen sergeants from the Madrid garrison and disrated two officers. All will probably be deported to the Canary Islands. GUARDS DOUBLED. Simultaneously with this action, 75 arrests were made in Madrid. The frontier guards have been doubled and heavily reinforced patrols are policing strategic positions. _In the cities the censorship has been tightened and the most innocent telegrams are held up for days. A high army officer declares that the rank and file of the troops are honeycombed with distrust and suspicion, and that the position is more tense than at ai - time since the officers' recalling in September. Faced with the possibility of losing his throne, King Alfonso, it is understood, is agreeable to the election of a regular Parliament by universal suffrage. The newspapers have been permitted to publish the statement that the party leaders have informed the King that they will regard him as an unconstitutional monarch if he does not give' an authorisation for a constitutional assembly to be convoked.
