INDEPENDENCE PROMISED. WHEN ISLANDS DEVELOP. MANTLA, August 20. Senator Sergio Osmena, who recently returned from Washington, where he directed Philippine. Independence propaganda, said, at a luncheon to Mr. Carmi Thompson, President Coolidge's special agent at Cebu: "President Coolidge told mc the United States would withdraw from the Philippines, but first there must be development of the national resources and similar measures sufficient to make the islands Belf-support-ing."
