According to the Paris correspondent of the "Daily Mail" it has been stated by • the Holland correspondent of "lie Petit Parisien" that a number of German Monarchists and wealthy industrialists have arrived at Doom and are plotting the ex-Kaiser's early return to Germany. The conspirators maintain that Wilhelm is bound merely 'by his word of honour not to leave Holland, and that if circumstances arose which compelled him to break his word it would be entirely a matter for his own conscience.
