NATIONS AT GENEVA. INSPECTION OF EMIGRANTS. GENEVA, June 6. The International Labour Conference adopted a draft of a convention provid- ! ing for the simplification of the inspection of emigrants on board ship. There I are seven articles in the draft convention as follow: — I 1. The terms "emigrant" and "cmi- ; grant ship" are to be defined for each j country by a competent authority in I that country. 2. Inspection is to be undertaken by no more than one Government on each ship. 3. Tlie inspector is to be appointed by the country the flag of which the vessel flies. 4. The qualifications of the inspector are to be determined by each country, but he must not be connected with the shipowners or shipping of that country, either directly or indirectly. The other articles deal with proced ure, laws, regulations, etc. In addition a recommendation was adopted to the efiect that when 15 or more unaccompanied female emigrants are carried on a vessel a properly qualified woman shall accompany them. — (A. and N.Z.)
