DISCUSSED BY RATEPAYERS* Mount Roskill ratepayers discussed the road loan proposals at a . crowded meeting in the Royal Oak Hall. Mr. G. C. Munns was in the chair. A heavy * increase in the rates, which were already very high, would follow on the borrowing of the large sum which it Was proposed to raise, said the chairman.. The expenditure of this mohey wohld bo entrusted to a virtually untried board. Mr. Munns though the. district would make progress whether the roads were concreted or not. He thought It would be quite time to carry out the proposed scheme when the population had grown. The Ratepayers' Association was going into the question of rating on unimproved values. They would ask the board to discuss with them the advantages and .disadvantages of turning the road district into a borough. \ X All the expenditure out of maintenance at the present time provided only an apology for a road, said Mr. J. J. Preston, a member of the Road Board. Last year, the Ratepayers' Association had asked the board to appoint an engineer, and concrete the main road. Two of the candidates nominated by the association had been elected to the board. In submitting the present proposals, the board was, acting in accordance with the wishes expressed by ratepayers, since the two members elected had urged that the scheme be adopted. Alternative proposals had been brought lown.by the board, in order to meet the various opinions. It would be essential to strike a rate to conform -with the loan regulations. However, it would not be necessary to collect that rate. Interest and sinking fund on the Manukau Road amounted to only £562, whereas it had cost over £600 to maintain the previous poor' road. Other thoroughfares could not be concreted out of revenue, but if a loan were authorised good roads could be laid down, and ratepayers need only pay the interest. Mr. T. S. Lamont, who was one of the Ratepayers' Association candidates last year for election to the board, said he was carrying out the association's policy in assisting the board to bring forward the scheme which the association had requested. New residents would be brought into the district if May Road were concreted, and ratepayers should therefore approve of the scheme, said Mr S T Dibble. ' In the event of all three proposals being carried,- or only two, the board would probably adopt the one which had received the greatest number of votes, said the "chairman.:

ROSKILL "WEST RATEPAYERS

A well attended* meeting" of ' the Roskill West ratepayers was held at- the .hall, .Kingston Avenue, on Wednesday, to discuss the loan proposals. Mr. L. A. Tozer occupied.the chair. Ratepayers agreed that the time, was opportune to concrete the three main arterial roads of. the district. . This would save annually the sum of £1500, which was at present' paid for" maintenance. On a motion being put to the meeting, it was .linahimously agreed to support No.: 3 issueof the -proposals.
