REORGANISING THE SEAMEN. CONCILIATION THE POLICY. LONDON, February 22. Messrs. Cotter and Smailes, officials of the National Sailors' Union, have sailed for America. Prior to their departure they said they were aiming at the reorganisation of the union from an international standpoint. The efforts of the I.W.W. and Tom Walsh, of the Australian Seamen's Union, must be met. They were determined, they said, that British seamen should not again be treated as they were during the unofficial strikes in "South Africa and Australia. Their policy was for a conciliation board to deal with the questions of hours, wages, and conditions.— (A. and N.Z.)
