' i The conference of representatives ol Electric Power Boards was concluded this morning, the chairman of the Power Boards' executive committee (Mr. P. H. Smith* presiding. In dealing with various clauses of the chairman's report. Mr. Smith referred to the responsibility of supply authorities in respect of maintaining safe conditions of electrical installations, and announced that it was proposed under the new regulations to throw the whole of this responsibility on the boards and other supply authorities. He moved that, in consideration of the grave responsibility attaching to the supply authorities under the proposed new regulations of the Public Works Department, should the Government deem it necessary to have periodical inspections made of installations the cost of such inspections should be born by the consumer, and, further, that the supply authority should not be held responsible for any accident which may occur from a defect subsequently occurring and over which the supply authority has no control. The motion was carried. The matter of notifying fire underwriters of all electrical "installations was j discussed, it being contended that, as , the fire hazard' has not increased, but rather lessened, by the installation for electricity, the notification referred to above should be abolished. The conference recognised that the supply authorities have no obligation to notify insurance companies of electrical installations, but, in order to protect consumers, it was suggested thai the clause making it obligatory for them to notify the insurance company of an installation should be eliminated from insurance policies. The conference agreed to urge that, where a special guarantee is given by consumers in order to secure the erection of a non-payable line, such guarantee should be made a charge per line. Following a discussion on the matter of the use of split-coil meters, as put into operation by the Wanganui and YVairarapa Boards, it was resolved to ask the committee of engineers to submit a report to the Power Hoards' Association indicating that, in the opinion of the committee, split-roil meters r j should he put into more general use. ,
