A RUMANIAN MINISTER.
RECALL FROM -WASHINGTON. (Received 11.30 a.m.) LONDON, January 18. The Bucharest correspondent of the "Times" says that the mystery surrounding the recall of Prince Bibesco, the Rumanian Minister in Washington, is cleared up. It was due to a conflict with 31. Titulegco (Rumanian Minister in London), who headed the Rumanian Debt Commission, which recently concluded a funding arrangement with the United States. 31. Titulesco alleged that M. Bibesco had not sufficiently prepared the ground . forthe negotiations prior to the commiseion's arrival. H. Bibesco is transferred to the Bucharest Foreign Office.— ("Times.")
