VITAL QUESTION OF AFRICA. SEARCH FOR A SOLUTION. (Received 2 ip.m.) CAPETOWN, December 9. In his opening address at the Union Congress of the South African party General Smuts (formerly Prime Minister) said the party r was prepared to contribute to a solution of the native question, so far as it was at all soluble. It was proposed that after bills embodying General Herzog's policy were laid before Parliament a national convention be -held, to which not only the bills, but the whole native question be referred with a mandate to find a solution, which, if possible, would be generally acceptable to the people of South Africa. Its scheme would be reported to Parliament as a basis of discussion, and in this way the rights of the people would be safeguarded.— (A. and N.Z. Cable.)
