QUIBBLES AT COURT MARTIAL. WASHINGTON, November 1. The trial by court-martini of Colonel W. Mitchell, formerly Chief of the United States Army Air Service, on a charge of criticising the administration of the Department, is proceeding. The plan to summon Mr. Coolidge collapsed before, when investigation showed tbat only Colonel Sherman Moreland, Judge Advocate of the trial, was empowered to issue subpoenas. He said he would refuse the request of the defence if it were made. The Court records show that Colonel Moreland testified that Mr. Davis ordered the investigation of Colonel Mitchell's charges at the instance of Air. Coolidge. The prosecution contends that the accuser is in fact Colonel Kyle Rucker. who signed the accusing papes. Counsel for the defence will probably continue bis efforts to procure proof that Mr. Coolido-e initiated the proceedings. (A. and N.Z. Cable.)
