I SUGGESTED PLEBISCITE. GENEVA, September 10. A Turkish memorandum on the Mosul j question has been published. It is largely jan attempt to refute the arguments of i the British Secretary of State for the Dominions (Mr. L. C. M. S. Amery). It contends that the League of Nations would be acting in opposition to its own ; covenant if it prolonged the British manj date, and adheres to the Turkish proposal to take a plebiscite in the disputed Mosul region.— (Keuter.)
