RESTRICTIONS TO CEASE. BRITISH COUNTRIES OPEN. (Received 1.30 p.m.* BERLIN. August 23. Foreign Office officials expect the restrietinns preventing Germans domiciling in foreign colonies, particularly in the British Dominions, will be abolished within eight months. It i* stated that the restriction-* have already been removed in Ceyion.
