OLD SHIPS FOR SOVIET.

RESTORATION BY FRANCE. LONDON, August 12. The Paris correspondent of the "Times" says that France proposes to restore to the Soviet the ships formerly commanded by General Wrangel, which have long been interned at Bizerta. It is understood that the Government intends to give effect to the recommendation of a committee of the Chamber of Deputieg to treat the ships separately from the question of the settling of Russia's pre-war debts. The vessels are to be sent to a Corsican port and handed over there to enable their transfer to be carried out without publicity, as it is feared that if they ■were surrendered at Bizerta the Communists would utilise the event as an excuse for a demonstration. —('Times.'),
