Misappropriating Pipee. — Mr. Preston brought up the matter of rumours about pipes being used for a wrong purpose, after being provided for loan works. The chairman thanked him for introducing this, as It gave him an opportunity to explain what •really took place. From various works carried out by the Board* they hadi quite a large quantity of pipes left over, not paid for with loan money, but out of ordinary revenue. When the loan works started in May Road, there was a shortage of pipes, and, until more were available, the old surplus pipes were utilised. - Consequently, when these works were completed they had a corresponding surplus left over in Bichardson Hqad, and these were what were ■removed to Melrose Road, as well sir to roads on Wlnstone's Estate and Burkes Estate. As this was virtually a return of a loan, which was made in order to expedite a very urgent contract, he deprecated reports of an irregular procedure on the part of the Board, and: the members supported him in refuting the rumour that had first been circulated for electioneering purposes.
