TORTURED TO DEATH.
CHILDREN SLOWLY STARVED.
INHUMAN MOTHER.
BUENOS AYRES, July 21
This city is torn with a strange tragedy, involving the deaths of seven children in the house of Osvaldo Testoni, a millionaire merchant.
The theory that Mme. Testoni's inhuman treatment of the defenceless children was due to a- strange obsession of a mentally-deranged woman has been abandoned by th© police, who believe that her unprecedented hist for cruelty impelled her to torture her children to death by slow starvation.
The authorities have examined 20 witnesses, but maintain an impenetrable reserve, which is giving colour to the wild allegations of super-vampirism in the newspaper accounts of this extraordinary affair.
