Mr. Burion. an American delegate, informed the Arms Conference that Mr. Coolidgc (President of the United States) had authorised him to state that unless the conference immediately drew u_p a protocol open to signatures of all nations. America would send a world-wide invitation to the Washington conference with a view to the abolition of chemical and bacteriological warfare.
