FOREIGNERS IN JEOPARDY.
EXCHANGE OF NOTES
DISCLAIMING AGGRESSION.
(Received 1..10 p.m.) PEKING, June 7. The Italian Minister has handed a Xote to the Chinese Government acknowledging reception of the Chinese Note of June 4. relative to the disorders in Shanghai. "While remarking that tho reports received by the Chinese Government are incomplete, since they do not mention several attacks on foreigners, the Powers reserve judgment till the arrival nf fuller details. To this end the diplomatic representatives concerned decided lo send a delegation to Shanghai to study the situation. The Note declares that the authorities iii the international concession, so far from having assumed a violent attitude which the Chinese Government seems to attribute to them, have preserved the greatest self-control, as proved during the last four days. Despite numerous provocations. no serious incident ocurred in .Shanghai. The Xote renews the assurance that the police in the international concession always had instructions to use arms only if attacked and in imminent danger. These orders have been renewed, and will be strictly observed.— (Hcuter.)
