PIGEON-HOLED.

REPORT OF COMMISSION. WELFARE OF BLIXD. Two years ago the Gcrvernment appointed a commission to inquire into the welfare of the blind in, New Zealand, and in particular the administration of the Jubilee Institute for the Blind. The commission compiled its report, which ■was submitted to the Minister of Health but it has since been lying in the Ministerial pigeon-hole. This fact was commented on at the annual meeting of subscribers to the institute yesterday. The lion. George H'owlds said there' was every reason to believe that the commission was satisfied with the work of the institute. Any appeal made to the public could be supported by the fact that the institution was deserving of sympathy. Mr. 11. E. Yaile, chairman, said that the trustees could not understand the delay in making public 'the commission* report. Jt appeared waste of time and money for a commission to make inquiries unless the report was made known. The director of the institute (Mr. Cliitha Mackenzie), who was a member of the commission, said that lie did not think he would be transgressing the limits of privilege if he stated that there was nothing in the report which the institute need fear. The report approved the splendid work done, and such recommendations as were made were suggested in a friendly and constructive spirit. The recommendations included new building proposals. The meeting passed a resolution asking the Government to provide a copy of the commission's report.
