With the object of winning over the peasants, whose hostility is a serious obstacle in the. path of Bolshevism, the -oviet has granted an amnesty to all the North Caucasian Cossacks, who were formerly attached to the White Armies. The Soviet has also remitted their arrears of taxation and restored the franchise to them.
