PEASANTS AND SOVIET.
RECENT CONCESSIONS. MOSCOW, February 4. With the object of winning over the peasants, whose hostility is a serious obstacle in the. path of Bolshevism, the -oviet has granted an amnesty to all the North Caucasian Cossacks, who were formerly attached to the White Armies. The Soviet has also remitted their arrears of taxation and restored the franchise to them. All the Soviet, leaders have lately been bending their efforts toward bringing the peasants into their fold.— (A. and N.Z.)
