WATERFRONT RAILWAY BILL.
PASSES UPPER HOUSE. (By Telegrapn.-Special to "Star.') WELLINGTON, Tuesday. The Kailwaye Authorisation Bill was passed by the Legislative Council this afternoon. Sir Francis Bell said the contentious clauses < concerning the waterfront railway had teen amicably settled, and he did not think any discussion wag necessary.. The bill was passed ■ without comment.
