GENERAL'S PROCLAMATION. SITUATION IN MOROCCO. (By Cable.—rress Association.—Copyright.) (Received 10.30 a.m.l MADRID, October 20. On the occasion of his appointment as Commander-in-Chief of the Spanish army in North Africa, General Primo de Rivera (President of the Directory), who is at Tetuan, has issued a proclamation to his troops. This states: — "After the necessary efforts have been made to save the honour of Spanish arms and the lives of Spanish soldiers, the territories in Morocco will be arranged so that .Spain will accomplish her mission without detriment to her national' prestige. "'Spain will soon restore the situation. Then the time will have arrived for necessary legislation. "In tile meantime no effort must be spared to end the Moroccan problem."— (Router.) LONDON, October 20. The Madrid correspondent of the "Times" says that Marquis Estella in his special order to the troops, declares that an inevitable effort has to be made to save the honour of Spanish arms. "Our task will be a hard one," he declared, "but it can and will be accomplished. Spain must be freed from the problem of Morocco."—(A. and N.Z. Cable.)
