A gigantic scheme, involving an expenditure of £100.000,000 is proposed by the New York Transit Commission, in the hope of solving the terrific problem presented by the congestion of traffic here. The Commission's consulting engineer, Mr. Daniel Turner, estimates that ten years hence the daily suburban traffic will have doubled, requiring transporting facilities for two million passengers daily. His proposal is to build a railway system designed exclusively for suburban people within a radius of forty miles of New York City. At present these people are all unloaded at the Great Trunk Railway stations, making the congestion intolerable. He would build a new line on Manhattan Island, and to render this possible he suggests the construction of two new "super-streets" parallel with Ninth and Tenth Avenues, on the western side, and with Second and Third Avenues on the eastern side of the island. These new super-streets are to have three levels—an upper one for the light traffic, a second below the surface for commercial traffic, and the lowest for the loop train service.
