A special plenary session of the Labour Conference discussed non-ratifica-tion of the eight-hour day by many European States. The German delegates' declaration that a German could not discuss hours control, which would be an intolerable infringement of sovereignty, caused a, mild sensation and vigorous replies by workers' delegates.— (A. and N.Z.)
