j . — ! MR. YOUNG'S RESERVATION. J (By Telegraph.—Parliamentary Reporter.) ' ' WELLINGTON, Tuesday. Mr. J. A. Young (Hamilton), who has been absent from the House on public business, took tbe, opportunity on bis return to-day to express thanks for his unanimous appointment as Chairman of Committees. He pointed out that he intended following the precedent of twp outstanding chairmen, Hon. J. A. Millar and the present Leader of the Opposition, by reserving and exercising his rights as. a private member to take part in fair criticism of tbe Government p»licy and administration. Mr. Massey stated that he made no exception in tbe ease of Mr Young's appointment to tbe Chairmanship of Committees. In making such appointments or apart from them he bad never yet interfered with the independent righto of any member of the House, and he had no intention of doing so.
