POINCARE'S WARNING. /RANGE'S DEVASTATED REGIONS. « MISCHIEVOUS" COMPARISONS (By Cable. —Press Association.—Copyright.! PARIS, July 23. Unveiling a war monument at Villers Cotterete, M. Poincare replied to Mr TJoyd George's recent criticism in tn* House of Commons of the French programme. M. Poincare referred to Germany's systematic obstruction of Frencl , efforts to repair the ravages of the war. "This is the moment chosen by ar eminent statesman and former Primf Minister of an allied country," he pro ceeded, "to seek to create a mischievous comparison between France and Germany and to characterise as amusing the fact that, while France is spending much money in repairing her devastated region 3, Ehe is complaining of extravagant expenditure by the Berlin Government. All this may be very amusing foi Sir. Lloyd George, but it is saddening and even intolerable for France." 31. Poincare said he wished that all the Allies had gone to the Ruhr with France. They would have understood better the real danger of to-morrow. He drew a graphic picture of the tremendous industrial organisation the Ger mans had built in the Ruhr. This organisation was substituting itself more and more for the State. It was enveloping, dominating, and annihilating it. It was master of the Press and Government. It subjected the German Republic to a domination more powerful than that of the Junkers. Against this danger Britain, Belgium, Italy, and France roust unite. It would not be difficult to supply the Allied Governments with a- basis foi instructive comparisons and grounds foi an equitable decision. It would be sufficient for them to visit the Aisne department and then visit the Ruhr. It would not demand the aid of financial experts to enable them to make comparisons. M.
