THE INSURANCE CHANGES. (By Telegraph— Special to 'Star.") CHRISTCHURCH, this day. The Premier arrived in Christchurch. this morning, and stayed over to-day on the way to the Otago Winter Show. kL* Mr - Ma *sey that the i inancial Statement would be down very early in the session. The Cabinet was a matter he refused to discuss with anyone except his colleagues, but he could -ay that certain documents were now in the hands of the Governor-General, who was responsible for making the appointments, on the Premier's recommendations. Reconstruction was golne on at present. = Regarding the changes in the Insurance Department, Mr. Massey said that the rearrangements made in connection with the management were made after a lengthy conference with the retiring manager of the Government Life Office! and the decision was arrived at that it was better to have a manager for each department. One Minister will in future control the throe departments. No change of policy was involved. i
