CAPTIVES OF THE BANDITS.
INTERNATIONAL COMMISSION TO INVESTIGATE POSITION. WASHINGTON, May 24. The United States Legation at Peking has advised the State Department that an international commission has been dispatched to a rendezvous 10 miles from the Shantung bandits' stronghold to investigate and report. This is believed to be a preliminary step by the Powers to open direct negotiations with the brignnds for the release of their captives. (A. and N.Z. Cable.)
