PEOPLING THE DOMINIONS. WHAT BRITAIN COULD SPARE. LONDON, March 25. Sir William Windham, speaking at a farewell luncheon to the delegation of the Overseas Settlement Committee which is departing for Australia, advocated the value of emigration to various parts of the Empire. He declared that Britain could place 4,000,000 people overseas, which would enormously benefit her and strengthen the Empire.

The "Morning Post,'' commenting on Sir William Windham's speech, says: — "His estimate of 4,000,000 migrants is too low. Britain could well spare ten or twelve millions. It is simply a question of organisation under the system of equipment and transport which was carried into execution in war-time and which can likewise operate in peace-time. The first essential, however, is the opening of Britain's markets to the Dominions' prodijce. The National Constitution Association announces a movement in the House of Commons for a great Imperial policy of Empire settlement. NEW YORK, March 23. One of the largest groups of British immigrants to arrive in one vessel was brought by the Cunarder Cameronia, which landed 1170 Scottish and Irish immigrants. Many of them are skilled mechanics, who will make their homes in the United States. — (A. and N.Z.)
