The Harbour Board has received a j report from Mr. Campbell, its resident ' engineer, recommending that the work of harbour construction be carried out by day labour in preference to contract. The board decided that the Union Bank be instructed to obtain quotations in London for a £750,000 loan, as authorised by the ratepayers.
