CRISIS IN GERMANY.

There is a good prospect that a strong business Government acceptable both to 'Socialists an* the People's party will be chosen. President Ebert suggested the formation of a Government on the personalities of members and their action ns individuals, not as representatives of parties. (A. and N.Z. Cable.) SOCIALISTS AND COALITION. NO CHANGE IN REPARATIONS. BERLIN, November 16. It is scnii-officially stated that the resignation of the Government will not affect Germany's reparation programme, as outlined in Tuesday's Note to the Commission. Tlie refusal of the Socialists to cooperate with the People's party was embodied in a resolution carried' by a two-thirds majority, declaring that they could only participate in a Cabinet that persistently pursued a policy for the stabilisation of the mark, which is the most urgent requirement. The People's party hitherto has not given a guarantee of such policy. The President (Heir Ebert) requested the Government temjiorarily to carry on to-day. when he will confer with the Socialists and non-Socialists. —(A. and N.Z. Cable.) RESTORATION OF BELGIUM. (Received 10.30 a.nu PARIS. November 16. M. Peyer. of the War Burdens Commission, has handed over to the Reparations Commission bills payable in Brussels to the value of fifty-five million gold marks, due on May 15, 1923, in execution of the decision of the Reparations Commission of August 31.. The cash payment due on Xovember 15 under the Reparations Commission's decision of March 21 is sixty million gold marks, and the balance of five millions will be made up by additional bills delivered on November 17. — (Reuter.)
