GERMAN REPARATIONS
FRENCH INSIST ON PAYMENT. CAPITAL LEVY NEEDED. TAXATION REVENUE. (By Cable.—Press Association. —Copyright., PARIS, October 22. The French scheme submitted to the Reparations Commission in lieu of Sir John Bradbury's states that France cannot agree to the propoeal that Germany be relieved for a period of the burden of reparation, and that all weight of restoring the devastated regions be thrown on France. The French Government refuses to entertain the idea that Germany, who, despite her present confusion and budget difficulties, has kept her accumulated wealth and therewith her powerful means of production, can even temporarily be totally unable to pay. The Frvnch scheme proposes that the Allies shall exercise etrict cnntrwl o\\>r Gorman finances, including the fixing of a maximum of expenditure and n. minimum of revenue from taxation, and shall insist on a capital levy.— (A. and N.Z.)
