CITY COUNCIL BY-ELECTION.

(To the Editor., Sir.—Messrs. C. H. "Furness and A. Thompson ithe other two contestants for the one seat on the City Council) have communicated to mc letters as published in your paper of yesterday. Mr. Furnese' suggestion is impracticable, in that he fixes his own tribunal as to how the election is to ibe avoided. The tribunal is to consist of (a) the Mayor and councillors in their private capacity, (b) tin? editors of the -Star" and '"Herald," with the Mayor in bis private capacity as umpire, (i>) the executive of the Chamber of Commerce! Under no consideration will I submit myeeli to such a tribunal, and, under the circumstances, definitely state that I am going to the poll. It is not so very long ago that some of the councillors, whom Mr. . Funics* now suggests should form the tribunal A, stated, when the Mayor signed a. testimonial for Mr. Hall-Skelton, that there was no distinction between a man in his private and public capacity, and it would be interesting to your readers, as well as to myself, to know how these councillors could now assumv a capacity which they denied to the Mayor on that occasion. With regard to saving tTie sum representing the estimated cost of the election, it may Ibe worth while in passing to point out that this expenditure could easily be saved in eliminating some of the luxuries attached to the corporation of this city to-day.—l am, etc., J.
