THE WASHING-UP BIIX. AUCKLAND AUTHORISATIONS. (By Telegraph—Parliamentary Reporter.) WELLINGTON, Tuesday. Many clauses of Auckland interest were found in the Washing-up Bill, read a first time in Parliament to-day.

The Governor-General is empowered to vest certain tidal lands in the Bay of Islands Harbour Board as a harbour endowment.

The I'oor Knights Islands, which were gazetted in 1883 as a site for a permanent lighthouse, are now reserved for scenic purposes, subject to any rights or powers with regard to lighthouses now vested in the Minister of Marine. The islands concerned are situated east of Stanley Bay, and known as Tawhatirahi, or Poor Knights. Whangarei Borough Council is empowered to acquire for the sum of £1400 certain lands for the purpose of a scenic reserve. The land concerned is that belonging to David Kerr Tennant, and comprise 33 acres, and that of James David McKenzie, containing 48 acres. The public domains of Kaimaumuu and Kangaumi are amalgamated, and are in future to be known as the Kainiiuimau Domain.

Crown lands of 111 acres in the parish of Waikumete, vested as an endowment for primary education purposes, is now vested in the Auckland City Council for water supply purposes, conditional on the payment of a sum to be agreed upon between the Minister of Education and the Council. The procoeds of the sale, after deduction of the costs and expenses incidental to such proposal, are to be invested in the purchase by the Minister of Education of other land to be held as an endowment for primary education.

The rate of interest on the sum of £<>0(Ml borrowed from the public trustee by the Auckland Trades Hall trustees is altered from the original 44 per cent to the rate current on the Ist January, 11)2.1.

Auckland City Council is authorised to contribute any such sum as it shall from time to time think fit to any .society, association or club formed among its tramway employees, provided that any such payment shall not in any one year exceed one-quarter per cent of the firosrt revenue of the tramway department for that year.

Miuiukau County Council is empowered to grant six acres to the Mangere board of trustees, this land being previously voted in the Mangere Road Hoard as a recreation and water reserve. The Mangere board of trustees shall comprise the persons holding the res[>eclive offices of vicar, vicar's warden, and people's warden of the parish of St. •Zanies', Mangere, and the representative on the Manukail County Council of the Mangere riding. Tiuiranga County Council is authorised to transfer the public hall site at Katikati to the trustees.

Provision rs made for the New Zealand Co-operative Dairy Company to acquire 81 .acres in the Waihou survey district. '

Another clause provides for the financial adjustment between Waipa and OtorohangH counties of certain areas formerly comprised in Kakepuku and Wharepapa road districts.

Effect is given to the recommendation of a. commission respecting a portion of the Mnikiirakia block, which it was recommended should be reserved for Ihf benefit of tlie Koheriki natives.

Uailii Borough Council is authorised t<i burrow £0(100 for the purchase of certain hind takun under the Public \\ nrks Act as a public recreation reserve, and may set aside a portion fronting Wj.ilii bench and let it as building sites for n term not exceeding ten years. It may also let any building thereon for a term not exceeding five years.

The Auckland Land Board is authorisnd to grant to the Whakatane Harbour Board a lease of a wharf and goods shed erected in connection with Rangitaiki drainage works. The term of lease is limited to ten years, the Minister of Lands to approve of terms.

Clause 13 provides that Waibeke Island, which was constituted a road district in 1010. shall form a part of Auckland Hospital District.

Authorisation of the postponement of ratns levied under the Huuraki Land Drainage Act. 1910, and certain other Acts is another anxiously awaited provision. Application for postponement is to be made to the Minister of Lands, who, if satisfied that sufficient hardship or financial stringency exists, may postpone payment as he thinks fit. Judgment for payment may be given at any time within two years after date of the postponement. This provision applies to any such rates postponed by the Ministor before the passing of the Act.

An area of 14511 acres in Wnakatane county is exempted from rates levied tinder section 6 of the Rangitaiki Land Drainage Act of 1910, in order to carry out concerted measures for preventing the spread of cattle tick in the counties of Cook, Matakana, Waipu, and Waikohu. These local bodies are to be authorised to spend during the rear ended March. 1023, a sum not exceeding £6:!0. These councils, or any two of them, may in subsequent years spend jointly £61.> for the same purpose.

Wesley Training College Board is authorised to lease, with option to purchase, a small area to trustees of the conference of the Methodist Church of Xew Zealand, who desire to build a collnffe and hostel for theological students attending Auckland X'niversity.

The expenditure of fSOOO borrowed by ■Manurewa Town Board for road works, and which was expended in acquiring a road makinsr plant, is validated, and the board authorised to borrow £2563 for completion of these road works.
