HogbctiV bill to amend the financial regulations, the principal clause of which is the insertion of a new regulation providing that if tlw stipend contributions from a vestry are not paid to the diocesan office by the end of the month, the amount of such contributions due to clergymen for that month shall be advanced and paid by the diocesan office, provided that no such advance of stij.end , shnll be paid, if, at tlie end of the I month, the vestry owes to the diocesan! office more than one monti.'s contribu-i tions in respect of advances previously made.
