WORK OF THE DAIL EIRANN. (Received 2 p.m.) LONDON", September 24. The Dail Eirann has put-in some hard work on the Constitution Bill, which reaches the committee stage on Monday. Cabinet has announced certain clauses on which the Government will stand or fall, including reservation of the treaty position and recognition of the Crown. The bulk of the nation is breathing easier, again, seeing in the functioning of the Dail happier and more stable conditions. Rebel activity- is diminishing, except in County Kerry, which is practically cut off from communication. Hundreds of unemployed are starving.
