INTER-ALLIED LOANS.
FRANCE SEEKS CANCELLATION. LOAN FOR GERMANY. (Received 2.30 p.m.) PARIS, July 23. "Le Temps," discussing M. Poincare's visit to London, which has been fixed for about August 1, declares that Frenchmen generally expect the following results: —Firstly, the cancellation of the inter-Allied debts, France to reduce the nominal total of the German 1922 debt; secondly, reparation payments to be devoted to repair the devastated regions; thirdly, an early German loan devoted to reparation payments, the loan being sufficiently great to enable Germany to re-establish her finances. I The paper adds: "We are not proposing a bargain, but are merely pointing out conditions. We think it indispensable that this common action of the Allies must be made possible. If and when it ceases to be possible our consciences will be clear of reproach. — (A. and N.Z. Cable.)
