CHINA'S FACTIONS.
DR. SUN AND THE PRESIDENCY. CANTON, July 7 General Chen Chung Ming has asked Dγ Sun Vat Sen to head a delegation from the eight Southern provinces to discuss their rights at Peking. Dr. Sun refused, unless he was restored to the Southern Presidency, and General Chen would punish his military commanders who drove Dr. Sun from Canton.—(A. and N.Z. Cable.)
