AMERICAN SHIPS' POWERS. (Received 10 a.m.) LONDON, June 18. In connection with the disclosures regarding the sale of lienor aboard ships, the Treasury Board has issued a new regulation "providing that American 6hips can transport liquor from one foreign country to the same or another foreign country in or through American territory by land or water, even tiiough the liquor be not landed in the United States.—(Reuter.). ~ . ____
