NO REDUCTION IN STRENGTH.
WAITING FOR AGREMENT. (By Cable.—Press A_ociatio_.—Copvright.) TOKYO, April 23. The Minister of War (General H. Yamanashi I informed an Opposition delegation that reduction of the Japanese icrces in Siberia was impossible until an agreement was reached with a responsible Russian Government for the maintenance of order. The general indicated that Japan will act in case the interests of Japanese residents in Shantung arc menaced or in ease Chinese factions enter neutral zones. In the circumstances it was impossible to reduce the Japanese arn>y by more than 60.000 men.— (A. and 5.7.. table. 1
